MSF has developed the Baoji Children' s Centre model over a period of five years, assisting in the rehabilitation and relocation of more than 500 street children, these children have traveled from all parts of China, arriving by foot, train or bus in Baoji which is the central train link for China. Baoji, in central China, is a major transit centre of 3.8 million people situated at the junction of Shaanxi, Gansu, Ningxia and Sichuan provinces. These provinces are among the poorest in China and consist largely of a poor rural population. Baoji is a central point in the China transport system and has the only railway link with the west.


The general objective of the project was to develop a medical-social assistance program for "precarious" children in the centre of Baoji. Some children in the Center have minor handicaps or are slightly retarded.

The medical care and social support of the children began in 2001 with 29 national staff employed by Medecins Sans Frontieres (MSF). However, in 2006 MSF handed over the project to the national staff who have registered their Non Profit, Private Organization (NGO) for the centre in the name of Baoji Xinxing Aid for Street Kids (ASK).


The objectives for the continuation of the project were defined as follows:
·to provide protection in a temporary shelter for children in difficult circumstances;
·to improve the mental well-being of the children;
·to provide information on child's rights to children and related parties.
